Oregon passes first EPR paint law in U.S.

Oregon Governor Ted Kulongoski signed the country's first "Extended Producer Responsibility" measure requiring paint manufacturers to manage leftover latex and oil-based paints from both consumer and commercial sources.

House Bill 3037 creates a statewide paint recycling program, beginning as a four-year pilot project. Paint companies will pay for and operate the program, with development assistance coming from DEQ.

The program will help manage an estimated 800,000 gallons of paint annually, a service valued at $6 million.
